The construction of treatment facilities is "headache treatment, foot pain treatment", and there is no close integration with production, life, and ecology, and comprehensive consideration of resource utilization. Some local relevant departments are "fighting their own battles", and the connection between rural domestic sewage treatment and toilet renovation work is not close enough. Many places have not yet implemented information-based supervision and intelligent operation of processing facilities, and have not established a "whoever benefits pays" mechanism.
The author recently conducted research on "Rural Domestic Sewage Treatment in the Whole District" in the theme education. Through various methods such as overall effectiveness evaluation analysis, random sampling survey, project investigation and rectification, typical experience summary and promotion, and on-site supervision of problem areas, the author deeply felt that rural domestic sewage treatment has a long way to go and must always adhere to the principles of adapting to local conditions, mountain and river differences, urban-rural differences, practicality, and practicality, Guided by ecological governance, resource utilization, socialized financing, market-oriented operation, and intelligent supervision, we will focus on increasing, preserving, and improving quality to ensure that the rural domestic sewage treatment rate in the entire region reaches 40% and the operation qualification rate reaches over 90% by 2025.
New breakthroughs have been made in financing development. We need to integrate rural domestic sewage treatment with local characteristic industries and advantageous resources, actively seek market financing, increase investment in rural domestic sewage treatment, and achieve a win-win situation between rural environmental governance and industrial development.
New achievements have been made in improving quality and efficiency. Carry out a special action to investigate and rectify the operation of treatment facilities, promote the classified transformation of abnormal operation treatment facilities, and promote the improvement of quality and efficiency of treatment facilities through measures such as filling and leveling, improving supporting facilities, pipeline connection, and intelligent transformation.
There is a new pattern of promotion throughout the county. Strengthen planning guidance, pilot demonstration, promote the optimization and integration of resources within the county, promote rural domestic sewage treatment and resource utilization in the entire county, and create a typical demonstration for the entire county.
New progress has been made in institutional construction. There has been a new improvement in resource utilization. It is necessary to closely integrate with agricultural production, rural courtyard economy, agricultural green development, and rural landscape, comprehensively consider resource utilization, and choose a governance model for resource utilization according to local conditions.
There is a new mechanism for ensuring funding. In areas with conditions, especially those that have achieved integrated urban-rural water supply, we will steadily implement a farmers' payment system and gradually establish a "whoever benefits pays" operating fund guarantee mechanism.
